What's inside the report

Ten sections.
One thesis.

01
What the scanner measures
Five categories. Twenty points each. Banner visibility, default toggles, pre-consent firing, privacy policy, consent UX.
02
Scores, tiers & special rules
Exact point bands, tier thresholds (Diamond → Below), and the clean-by-design rule.
03
From bytes to carbon
Sustainable Web Design Model v4. BEIS 2023 conversion factors. The 100,000-visit floor.
04
The three patterns
Browser blind spot · decorative banner · the sector split that proves clean is possible.
05
Media & Publishing
The Guardian (ad-funded, zero waste) proves the business model isn't the cause.
06
Enterprise & MarTech
Two perfect 100s (Linear, Stripe). Two worst offenders (HubSpot, Datadog). 2.8 MB pre-consent.
07
Retail & Travel
M&S: 1 critical in Chrome, 12 in Firefox — the worst browser blind spot in the dataset.
08
Finance & Education
Every challenger fintech is clean. Universities — handling minors' data — fare worst of all.
09
The total carbon cost
620+ kg at the floor. 500+ tonnes at real traffic. 281 return London–NYC flights equivalent.
10
Why this matters now
DUAA 2025 · IFRS S2 Scope 3 from Jan 2027 · CMA Green Claims Code · greenwashing enforcement.
From the field
"Non-compliant pre-consent tracking is simultaneously illegal, revenue-destroying, and environmentally wasteful. Ghost Carbon is not a new emission — it is an existing emission that has never been measured. Now it has."

What we found

Three patterns.
The third is the one that matters.

Pattern 01
The browser blind spot.
14 of 46 sites showed different results by browser. A Chrome-only audit called M&S compliant; Firefox revealed Meta Pixel, TikTok, Google Ads, Bing UET and DoubleClick all firing pre-consent. Single-browser audits produce false confidence.
Pattern 02
The decorative banner.
Some banners appear but gate nothing. Trackers fire before or alongside them, so by the time a visitor clicks reject, the data is already sent. Worse than no banner — it fakes compliance.
The sector split.
In every sector, at least one company proves zero pre-consent waste is achievable. The Guardian (ad-funded). Monzo (a bank). Linear (perfect 100). The companies that waste carbon cannot claim it is impossible — their competitors already solved it.
